PROBLEM TO BE SOLVED: To provide a refuse incinerator and a refuse incineration method reducing the generation of dioxin. SOLUTION: The soot generation amount measured by a soot measuring device is output as the data and transmitted to a combustion control operating part 100. An operating part determines the excess and deficiency of factors having the correlation with the combustion of refuse in a combustion furnace 1, such as the refuse supply amount and the combustion air supply amount, on the basis of the measurement data, and generates a control signal. By controlling the refuse supply amount and the combustion air supply amount corresponding to the soot generating amount, the amount of generation of dioxin having high correlation to the generation of soot can be controlled.
