PROBLEM TO BE SOLVED: To provide a biodegradable plastic allowing stable industrial production at a low cost and permitting fixing and removal of carbon dioxide in exhaust gas and its manufacturing method and apparatus. SOLUTION: The biodegradable plastic is produced and accumulated within bacterial cells by culturing a carbon dioxide-fixing bacterium resistant to carbon monoxide in a mixed gas comprising carbon dioxide, hydrogen, oxygen and nitrogen.
