PROBLEM TO BE SOLVED: To provide a flip-flop circuit which can reduce a power consumption of a signal transmission circuit by a simple clock control circuit in which the number of transistors is suppressed. SOLUTION: A semiconductor integrated circuit device is a flip-flop circuit which holds an internal clock signal to a fixed value to suppress an operation of a signal transmission circuit when an input signal of the signal transmission circuit is the same logical value as an output signal, by a simple clock control circuit in which the number of transistors is suppressed, and which makes the internal clock signal operate the signal transmission circuit as a normal clock signal when the logic value of the input signal of the signal transmission circuit is different from the output signal.
