PURPOSE: A locking apparatus of a rotating plate for a seat in a vehicle is provided to turn the seat easily by interlocking a seat frame and the seat with a rotary disk rotating in the same rotation direction of a lever by operating the lever simply. CONSTITUTION: A rotary disk(2a) is rotated and installed between upper and lower plates(2b,2c), and combined with a seat frame of a seat in a vehicle. A pin(12) is attached and detached from a locking groove(11) around the upper plate, and installed in a lever(13). First and second hinge pins(14,15) are mounted at both ends of the lever, and a first arc elongated hole(16) is formed in the lower plate to guide the second hinge pin. A second arc elongated hole(17) is formed in the lower plate to guide and turn the first hinge pin around the second hinge pin. Two elastic members(18) are connected to two elastic body fitting parts(18a) protruded in the lower plate spaced from the lever, and coupled to both sides of an elastic support body arranged in the middle of the lever.
