PURPOSE: To provide a semiconductor storage device which can shorten the external access time when the external access and an internal access are competing. CONSTITUTION: A second refresh determination circuit 17 finally determines to which operation a priority is to be given, a read operation or a refresh operation based on a refresh determination timing signal ref-judge, when a priority is given to the refresh operation in competing of the external access(read operation) and the internal access(refresh operation). Therefore, a priority can be given to the read operation until a wordline corresponding to a refresh address is substantially activated. Thereby, an access delay in the external access can be reduced.
