PURPOSE: An apparatus and a method for learning a foreign language are provided to consistently and effectively learn the foreign language by programming the learning course to which the language mastering procedure is applied. CONSTITUTION: An apparatus for learning a foreign language includes a microcomputer(60), a learning data storage(10), a first input device(30), a voice input device(20), a voice output device(40), a screen display device(50) and a learning control device(70). The microcomputer(60) controls the overall operation of the foreign language. The learning data storage(10) stores the foreign language learning data, and the microcomputer(60) access it. The first input device(30) inputs the required data by the operation of the learner during the learning. The voice input device(20) inputs the voice of the learner to the microcomputer(60). The voice output device(40) outputs the voice data to the microcomputer(60). The screen display device(50) outputs the visual data from the microcomputer(60). And, the learning control device(70) supplies the selected learning course in response to the course selection signal of the learner inputted from the first input device(30).
