PURPOSE: A device and method for utilizing a passive type non contact type IC card as an active type a non contact type IC card are provided to read information stored in a card in a reader easily by changing and improving a physical structure and an implementing method of a passive type non contact type IC card, thereby changing a load modulation range of an RF signal being outputted to the reader according to clearance distances with a passive type non contact type reader. CONSTITUTION: A key panel unit(120) includes keys capable of selectively setting a recognition distance in accordance with an operation of a user. The first control unit(130) outputs a distance discriminating signal by responding to a key signal of the key panel unit(120). An RF chip(220) includes user managing information and outputs the user managing information for transmitting as an RF signal by a reading signal being inputted from exterior. The second control unit(210) receives the distance discriminating signal of the first control unit(130), recognizes a distance from a reader, outputs a load modulation range changing signal corresponded to the distance, and outputs a reading signal being received from the reader to the RF chip(220). A data transmission/receipt unit(230) modulates the RF signal by responding to the load modulation range changing signal of the second control unit(210) and transmits the RF signal to the reader.
