MOVING IMAGE ENCODING DEVICE AND METHOD

摘要

PROBLEM TO BE SOLVED: To provide a moving image encoding device and method for surely encoding a moving image without increasing the arithmetic processing load for detecting a motion vector even when any hand shake occurs.

SOLUTION: The moving image encoding device for encoding a moving image photographed by using an image pickup device having a hand shake correcting function is constituted to detect a first moving vector for correcting the hand shake, to detect a second moving vector being a differential vector between a frame image after hand shake correction at when hand shake correction is performed according to the detected first moving vector or an image at a position to which the frame image prior to the hand shake correction is moved by the quantity of the first vector when the hand shake correction is not performed and a reference image generated in advance, and to generate a predicted image based on the detected second vector.
