PROBLEM TO BE SOLVED: To provide an apparatus and method capable of reducing an address setting time of a host in the case of sub-net connection.

SOLUTION: The apparatus and method discriminates a communication state of a host at sub-net connection, omits a waiting time at message transmission in the stateless address automatic setting when the communication state is a state of requiring immediate execution of communication or has its possibility so as to shorten a time up to the address setting and start of communication. When the communication state is not a state of requiring immediate execution of communication, the apparatus and method is configured to ensure the wait time at transmission of each message and can relax the network traffic because the apparatus and method cancels scheduled message transmission when a message reception or periodic message transmission time comes within the waiting time.
