PROBLEM TO BE SOLVED: To enhance the efficiency with the rated load and further reduce power loss in no load or light load in a self-exciting flyback switching regulator. SOLUTION: A switching device 6 is connected to a primary winding 5 of a transformer 4 in series, and the transformer 4 is wound with a positive feedback wiring 7 for self-exciting the switching device 6. Between the positive feedback wiring 7 and the switching device 6, an inductor 9, the resistor 10, and the capacitor 11 are connected in series. The inductor 9 has such a half-saturated characteristic that a ratio (L<SB>0</SB>/L<SB>40</SB>) of an inductance L<SB>40</SB>(50 kHz) at DC 40 mA to an inductance (50 kHz) at DC 0 mA is 5 to 80, and the inductance L<SB>40</SB>has a characteristic of≥10μH.
