PROBLEM TO BE SOLVED: To provide a dielectric recording medium and a dielectric recording and reproducing device which are equipped with control information in which tracking control, address search control etc. in a dielectric recording and reproduction using an SNDM(Scanning Nonlinear Dielectric Microscopy) are possible. SOLUTION: A dielectric recording medium 1 is a disk-shaped dielectric recording medium and it is provided with a center hole 4, and an inner circumferential area 101, a recording area 102 and an outer circumferential area 103 which are arranged concentrically with the center hole 4 from the inner side. The inner circumferential area 101, the recording area 102 and the outer circumferential area 103 are formed from uniform dielectric materials. Polarization directions of the areas 101 and 103 are polarized to directions opposite to that of the area 102 as initial states. The area 102 is an area for recording data and has a track and a space between the track and areas for recording control information related with recording and reproduction are provided in the track and the space.
