PROBLEM TO BE SOLVED: To average an instantaneously increased network traffic by dispersing transmission packets transmitted by a network device management system. SOLUTION: A transmission interval for transmitting monitoring information for monitoring each state of a plurality of devices connected to a network to the respective devices is calculated (S703). The monitoring information is transmitted to the respective devices at the calculated transmission interval (S712) to detect occurrence of an error (S709).
