PROBLEM TO BE SOLVED: To find out a condition that an internal combustion engine is most likely to be stalled and to perform evaluation of the engine in that condition, regarding the evaluation device for the internal combustion engine. SOLUTION: A traveling pattern setting part 34 for setting a traveling pattern to be used in the simulation is provided. A load torque arithmetic part 44 for calculating the load torque added to the internal combustion engine in accordance with the set traveling pattern and a dynamometer 20 for adding the load torque to the internal combustion engine are provided. An engine stall evaluation part 32 make the traveling pattern be set so that a plurality of factor changes accompanied by the changes in the engine speed serially appear per factor change, and obtains the necessary duration from the time when each factor change arises to the time when the engine speed reachs the minimum value, for each factor change. The engine stall evaluation part 32 generates a fall width maximum pattern such that the time when the engine speed reaches the minimum value due to each factor change agrees with all factor changes, and executes the evaluation with the pattern.
