PROBLEM TO BE SOLVED: To reduce the expensive initial cost and running cost of high degree in accompany with the cold insulating and thermal insulating equipment, and to realize no-noise and no-vibration by a time zone. SOLUTION: The cold insulation and the thermal insulation are continuously performed day and night by the cold insulation, the cooling by a packed insulation filling, the cooling of a heating mechanism, the cold insulation by heating, the cooling by applying both of thermal insulating effect and a timer, and the ON/OFF effect of a power source to the heating mechanism.
