PROBLEM TO BE SOLVED: To provide phenolic resin-based fibers having remarkably smaller fiber diameters than those of conventional fibers practically without deteriorating the good performances, such as heat resistance/flame retardance/chemical resistance, of the conventional phenolic resin-based fibers, and to provide phenolic resin-based carbon fibers and phenolic resin-based activated carbon fibers obtained by carbonizing the phenolic resin-based fibers or further activating the phenolic resin-based carbon fibers. SOLUTION: The fine phenolic resin-based fibers are obtained by mixing and emulsifying a phenolic resin obtained by the reaction of a phenol compound with an aldehyde compound with a polymer which can be extruded from fine holes into a bath comprising a dissolved inorganic salt or the like or having an adjusted pH value to form the fibrous products, extruding the emulsion from fine holes into a coagulating bath, subjecting the formed fibers to drawing/drying/thermally treating treatments, and then dissolving only the polymer. The obtained fine phenolic resin-based fibers are carbonized or further activated to give the fine phenolic resin-based carbon fibers or the fine phenolic resin-based activated carbon fibers.
