PROBLEM TO BE SOLVED: To provide an apparatus made small-sized with a simple structure and having a small number of movable parts to produce hydrogen by producing shock wave. SOLUTION: A movable piston 3 is provided in a cylinder 2 and the space in the cylinder is divided into a pressure space P and a back pressure space B by the piston. A convergent pipe 4 in which an inlet opening having a diameter smaller than that of the piston is located in the pressure space and the inside diameter is gradually reduced toward an outlet opening is extended to the outside of the cylinder in the pressure space and is connected to a compression chamber for the impact compression of a mixed body of a reaction particle with steam. The piston is pressed toward the inlet opening of the convergent pipe by an elastic body 5 provided between the piston and the inside wall of the cylinder in the back pressure space. In the cylinder, a high pressure steam supply pipe 6 connected to a high pressure steam supply source is provided inside the pressure space and a back pressure steam supply pipe 7 for closing the inlet opening of the convergent pipe by giving the back pressure to the piston to press the inlet opening with the pressing force of the elastic body is connected to the back pressure space side through a control valve 6A which is intermittently opened.
