PROBLEM TO BE SOLVED: To provide a decorative sheet and a decorative material which are resistant to deterioration by the action of water and delamination, swelling by corrosion, discoloration, etc., and excellent in water resistance, moisture resistance, and durability. SOLUTION: The decorative sheet in which on the back of a transparent thermoplastic resin layer 1 of at least the uppermost surface, a transparent moisture permeation preventing layer 2 having lower moisture permeability than that of the layer 1 is laminated is formed on a substrate. A thin film formed from an inorganic substance such as silicon oxide, magnesium oxide, or the like by a vacuum vapor deposition method etc., is preferably used as the layer 2.
