PROBLEM TO BE SOLVED: To provide an elastomer particle packing body having cushioning property and a gas/liquid permeability between the inside and the outside thereof, which is soft and flexible with a high freedom of shape. SOLUTION: Elastomer particles 4 are housed inside a plurality of particle chambers 3 formed inside a particle accommodating body 2 consisting of a cloth body with air permeability. When a function that the elastomer particles 4 are not provided with is required for addition, a functional substance provided with the required function is mixed to the elastomer particles 4.
