PROBLEM TO BE SOLVED: To set a different access right in accordance with an access from an in-house or an external even the access includes the same object by the same user. SOLUTION: A client 70 delivers user information in accessing to the object, including a cabinet, a document or the like and the IP (Internet Protocol) address of a Web server used in logging to a file management server 30. The file management server 30 obtains installation information corresponding to the IP address registered in an available Web server installation information table 32 and retrieves the access right information on the object using the user information and the installation information as a key to determine the presence or absence of the access right to the object of the user.
