PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing an electrostatic charge sheet which is simple and inexpensive. SOLUTION: The method for manufacturing the electrostatic charge sheet comprises feeding charged electrons onto the surface of an electrical insulating sheet (s), and simultaneously, attracting the charged electrons from its back surface by an charge-attracting electrode 1c to charge the surface of the sheet while running the sheet (s) in contact with or in proximity to the voltage-applied charge-attracting electrode 1c in a reduced pressure atmosphere. The apparatus for manufacturing the electrostatic charge sheet has a plasma generating source or a gas supply source as a charge feed source 1a.
