<P>PROBLEM TO BE SOLVED: To provide a starting control device for an internal combustion engine capable of improving starting performance. <P>SOLUTION: This starting control device for the internal combustion engine is provided with external driving means 33, 42 to rotate a crankshaft without the burning operation of the internal combustion engine 1, and at the time of starting the internal combustion engine 1, the external driving means 33, 42 rotate and drive the crankshaft so that the rotational speed of the crankshaft in the vicinity of compression top dead-center to perform ignition (ignition) to fuel is made faster than the rotational speed of the crankshaft in the other stroke.
