PROBLEM TO BE SOLVED: To eliminate efficiently the fluidity of weak mud produced in e.g. foundation works at construction sites and tunneling work by the shielding engineering method without applying a load to the environment. SOLUTION: The goal is reached by using a solidifying agent for civil engineering containing an anionic polymer compound comprising structural units from (meth)acrylic acid and/or a (meth)acrylate and structural units from (meth)acrylamide and an amphoteric polymer compound comprising one or more kinds of cationic units having an amino group and one or more kinds of anionic units having two carboxylic groups.
