PROBLEM TO BE SOLVED: To improve controllability of a valve operation timing control system in an internal combustion engine, by determining a control amount in consideration of the revolution of the engine and a changing direction of valve operation timing. SOLUTION: The control system changes valve operation timing by changing rotational phase of a cam shaft with respect to a crankshaft. The system is provided with a means 1 for detecting operation condition of the engine, a means 2 for determining suitable timing for valves from the operation condition, a means 3 for detecting phase difference of the cam shaft with respect to the crankshaft and for knowing current timing of the valves, and a control amount determining means 4 for changing the current timing to the suitable timing, whose control amount is determined based on the current timing, the suitable timing and the revolution of the engine. The system is further provided with a means 5 for judging the changing direction (advance, delay) of operation timing from phase difference between the current timing and the suitable timing, and the changing direction is reflected in determination of the control amount.
