PROBLEM TO BE SOLVED: To attain voltage enough to supply to an apparatus even at a low speed with an inexpensive structure. SOLUTION: This charger is a device for charging the voltage generated by a dynamo 2, and comprises a full-wave rectifying circuit 5, an electric double layer capacitor 6, a first electrolytic capacitor 7, and a second electrolytic capacitor 8. The full-wave rectifying circuit 5 is a circuit for rectifying the AC output of the dynamo 2. The electric double layer capacitor 6 charges full outputs of positive and negative cycles of the dynamo 2 obtained by the full-wave rectifying circuit 5. The first electrolytic capacitor 7 is provided with the electric double layer capacitor 6 in parallel, and charges the output of the half-positive cycle of the dynamo 2 obtained through the full-wave rectifying circuit 5. The second electrolytic capacitor 8 is provided with the electric double layer capacitor 6 in parallel, and charges the output of the half-negative cycle of the dynamo 2 obtained through the full-wave rectifying circuit 5.
