PROBLEM TO BE SOLVED: To improve surge response characteristics by avoiding the twilight of electric discharge caused by a dark phenomenon. SOLUTION: A small neon tube 70 is provided between a first surge absorption discharge tube 50 and a second surge absorption discharge tube 60, and a first main electrode 53 and a second main electrode 54 are radiated with light with an illuminance of 3 Lx or more. An auxiliary electrode 55 is provided between the first main electrode 53 and the second main electrode 54 to accelerate the electric discharge of the first main electrode 53 and second main electrode 54.
