PROBLEM TO BE SOLVED: To provide a charge controlling agent which makes toner generate sufficient charge so as to obtain an electrostatic image developing positive charge toner having a high charging characteristic, high charge stability and high environment resistance, and improves the quality of a developed image. SOLUTION: The charge controlling agent contains a silicon complex compound in which oxygen derived from a hydroxyl group combined with an organic group is covalent-bond with silicon which is a center atom and a carbonyl group equivalent to the oxygen is coordinate-bond, and the silicon complex compound comprises trivalent, divalent, and monovalent cations and trivalent, divalent, and monovalent anions of which the equivalents of oxygen and the carbonyl group corresponding to one silicon atom are 1 to 3.
