PROBLEM TO BE SOLVED: To secure safety when circulation passage resistance inside a bath boiler suddenly increases and the circulation flow rate decreases, during bathing. SOLUTION: When a part of hair or the like is sucked into a bath return side passage 7 by the suction force of a circulating pump 9 during bathing, the circulation passage resistance inside the bath boiler suddenly increases and the circulation flow rate decreases. This is detected by a water flow switch or a flow sensor 4a mounted on a circulation passage and the operation of the circulating pump 9 is stopped. Thereby, the safety during bathing is secured.
