PROBLEM TO BE SOLVED: To provide a starter for an internal combustion engine whereby torque of a starting motor is suitably controlled at engine starting, lowering of an output voltage or deterioration in an early stage of a battery is prevented, and a rotational frequency of the motor can smoothly be controlled to be a target rotational frequency. SOLUTION: Starting torque TRQS of the motor is calculated so that a deviation between a starting target rotational frequency NSTOBJ and an actual rotational frequency of the motor NM is 0. An output power limit value PLMT1 and a regenerated power limit value PLMT2 are calculated in correspondence with a battery temperature TB, and torque limit values TRQLMT1 and TRQLMT2 are calculated in correspondence with the power limit values PLMT1 and PLTM2. The motor starting torque TRQS is restricted in a range of the torque limit values TRQLMT1 and TRQLMT2. COPYRIGHT: (C)2004,JPO
