PROBLEM TO BE SOLVED: To provide a method for producing phenolic resin-based fibers having the same heat resistance / flame retardance / chemical resistance, and the like of conventional phenolic resin-based fibers and having remarkably smaller fiber diameters than those of the conventional fibers, and to provide methods for producing phenolic resin-based carbon fibers and phenolic resin-based activated carbon fibers by carbonizing the phenolic resin-based fibers and then activating the phenolic resin-based carbon fibers, respectively. SOLUTION: This method for producing the fine phenolic resin fibers is characterized by mixing a resin solution containing a phenolic resin as a main component and having a water / phenolic resin solution of≥0.1 and <1 with a water-soluble polymer consisting mainly of sodium alginate, extruding the obtained emulsified spinning dope from fine holes into a bath having an ability for coagulating the water-soluble polymer, subjecting the formed fibers to drawing / drying / thermally treating treatments, and then dissolving only the water-soluble polymer. The obtained fine phenolic resin-based fibers are carbonized or further then activated to give the fine phenolic resin-based carbon fibers or the fine phenolic resin-based activated carbon fibers.
