PROBLEM TO BE SOLVED: To provide an excellent solid electrolytic capacitor and its manufacturing method by preventing dielectric breakdown which is caused by the attachment of particles constituting a cathode to defective parts made on a dielectric layer, and thus reducing a current leakage without allowing the particles to permeate into an electrolyte layer. SOLUTION: Non-conductive particles 1a are interposed between the dielectric layer 12 and the electrolyte layer 13 in the solid electrolytic capacitor, a second electrolyte layer 13 which is composed of electroconductive polymer 13b comprising graphite particles 14b and the non-conductive particles 1a are formed.
