PROBLEM TO BE SOLVED: To prevent a road surface from being damaged by raising a cutting part from the road surface in those places other than a place where a groove is dug even if a vehicle body is moved for the digging of a groove. SOLUTION: The base ends of frames 2 and 2 installed on a swing working vehicle and arranged parallel with each other in lateral direction are pivotally supported so as to be rotated in vertical direction, a soil removing plate 1 is installed across the tips of the frames 2 and 2, and a soil removing cylinder for connecting the base end side portion to the soil removing plate is disposed between the frames 2 and 2. A spacer 5 smaller in width than a dug groove M is installed below a cutting part 1a at the lower edge of the soil removing plate 1.
