PROBLEM TO BE SOLVED: To maintain the watertightness of a gate 3 by preventing the damaging of a flap valve 12 resulting from its contact with an upper doorstop 7 upon lifting the gate 3 in a gate facility, which comprises the gate 3 moving up and down to open and close a water channel, a drainpipe penetrating the gate 3, and the flap valve 12 arranged on the drainpipe to open and close it. SOLUTION: A proximity sensor 30 for detecting the approach of the flap valve 12 in a closed state to the drainpipe 10 is provided on it. The gate facility is also provided with an interlock section 71 for regulating the lifting of the gate 3 when the sensor 30 does not detect a closed state of the flap valve 12 while an underwater pump 16 is not activated.
