PROBLEM TO BE SOLVED: To increase workability for removing a heat insulating material or filling the heat insulating material from the inside of a plant required to be filled with the heat insulating material and furnished with cooling wiring equipment like an oxygen plant. SOLUTION: A supporting structure 5 is mounted to columns 1 and 2 faced on the outside of the plant, two girders 6 are laid on the supporting structure, at the same time, a girder 9 is also laid on the columns 1 and 2, and a beam 11 is inserted inside of the plant from manholes 3 and 4 through a gap between two girders 6 and an upper part of the girder 9. Work removing the heat insulating material D or filling the heat insulating material D is carried out by hanging a worker down from the beam 11.
