PROBLEM TO BE SOLVED: To provide a raw material for pavement for obtaining water permeable concrete of good quality by mixing aggregate, Portland cement and water at a proper compounding ratio without expensive binder. SOLUTION: 3 kg of Portland cement sealed in a PET bottle with a capacity of 2 liter and about 17 kg natural aggregate put in a sandbag, which is coarse so as to have a particle diameter of 3 to 20 mm, and not subject to drying process are set as raw material for water permeable concrete pavement.
