PROBLEM TO BE SOLVED: To develop a treatment method for exhibiting excellent performances in various uses as a papermaking agent, with which a dispersion having excellent storage stability, fluidity and solubility and readily producible by inexpensive production equipment is used. SOLUTION: A water-soluble polymer dispersion in which water-soluble polymer fine particles having one or more of ionicities selected from cationicity and amphotericity and≤100μm particle diameters, and a polyalkyleneimine and/or a polyalkyleneimine-modified substance coexist in an aqueous solution of a salt is used. The dispersion is added to a papermaking raw material before papermaking to exhibit excellent effects on pretreatment of the papermaking raw material, improvement in freeness, sizing for fixation and improvement in a yield on wire.
