PROBLEM TO BE SOLVED: To provide a memory controller capable of effectively reducing power consumption. SOLUTION: This memory controller controls the power supply for refreshing in each unit area. A determining part 22 receives a securement request from an application and determines whether data has to be refreshed on the basis of the securement request. A memory allocating part 23 allocates a memory area in a first memory bank to the data determined to have to be refreshed and allocates a memory area in a second memory bank to data determined to have no need for refreshing. A memory control part 25 sets the first memory bank in a refreshing area for performing refreshing and sets the second memory bank in a non-refreshing area for stopping refreshing.
