PROBLEM TO BE SOLVED: To provide a monitor device for determining whether or not an apparatus to be monitored is displaced from an area to be arbitrarily set at each time, and also to provide a monitor method, a monitor program including a monitor function, and a computer readable information recording medium with the monitor program including the monitor function recorded thereon. SOLUTION: The monitor devices 1, 1a monitor the position of the device to be monitored 11 which is movable so as to transmit a present location. The monitor devices include a setting means 7c for arbitrarily setting the area at each time, where the apparatus to be monitored 11 is originally located; a location obtaining means 7d for obtaining the present location of the apparatus to be monitored 11; and a decision means 7g for determining whether or not the apparatus to be monitored 11 is deviated from the set area at each time.
