PROBLEM TO BE SOLVED: To provide nonaqueous electrolyte capable of suppressing a decrease in withstand voltage, and the decrease of a capacity and an increase in the inside resistance of a capacitor, and an electrochemical capacitor using this. SOLUTION: In the electrolyte for an electrochemical capacitor configured by dissolving electrolytic salt containing fluorine in a nonaqueous solvent, the total content (x) (unit: mmol/kg) of tertiary amine and tertiary ammonium salt in the electrolyte and the weight content (y) (unit ppm) of a fluorine ion or hydrogen fluoride in the electrolyte simultaneously satisfy the following relational formulas (1): y≤-2.5x+30 and (2): y≤-75x+150.
