PROBLEM TO BE SOLVED: To obtain a wideband speech restoring device for restoring wideband voice signals of high quality by estimating a stable wideband sound source at more accurate amplitude from a narrow band speech or narrow band voice codes without being extremely influenced by speakers' differences or noises. SOLUTION: The wideband speech restoring device is provided with a narrow band sound source restoring means for generating a narrow band synthetic sound by using narrow band voice codes, a spectrum decoding means for estimating a wideband spectrum parameter by using narrow band spectrum codes separated from the narrow band voice codes, a wideband sound source restoring means for estimating wideband sound source signals by using the narrow band source source codes separated from the narrow band voice codes, and a synthetic means for generating wideband voice signals from the generated narrow band synthetic sound, the estimated wideband spectrum parameter and the wideband sound source signal.
