PROBLEM TO BE SOLVED: To provide an electrolytic ion water generation method which hardly generates acidic water, and a device therefor. SOLUTION: An electrolytic cell 1 is partitioned into an anode chamber 5 and a cathode chamber 7 by a cation exchange membrane 3. A sodium carbonate tank 15 stores an aqueous solution of sodium carbonate, which is a salt having a buffer action. The aqueous solution of sodium carbonate is supplied to the anode chamber 5 by a circulating pump 17, and the overflowed aqueous solution of sodium carbonate is returned again to the sodium carbonate tank 15 through return piping 19. Raw water is supplied to the cathode chamber 7 from the outside through a flow regulating valve 23. The supplied raw water is discharged as alkali ion water from outlet piping 25 after electrolysis.
