PROBLEM TO BE SOLVED: To improve the load followability and to reduce the lowering of efficiency by unnecessary pilot combustion. SOLUTION: This boiler comprises a burner selecting and controlling one of stages of combustion stop, main combustion and pilot combustion, and controlling its combustion state in accordance with the load, a time from the change of the combustion state from the main combustion to the combustion stop or the pilot combustion, to the start of the next main combustion is detected as a lapsed time a, the control to perform the pilot combustion is selected when the lapsed time a is shorter than a predetermined set period, and the control not to perform the pilot combustion is selected when the lapsed time a is longer than the set period.
