PROBLEM TO BE SOLVED: To prevent a part of intranet users from using a part of some functions of a transmitter on the intranet. SOLUTION: The transmitter receives a request from the user and sends user message data to a request address of a request network resource on the network. The transmitter determines whether transmission of the request is prohibited or not. From this determination, if the request transmission is determined to be not prohibited, the user message data of the request network resource is sent to the request network address.
