PROBLEM TO BE SOLVED: To provide a cleaning method by which image quality is enhanced without fatiguing an image carrier and without causing any cleaning failure even when using toner high in circularity, and also to provide a cleaning device and an image forming apparatus. SOLUTION: In the cleaning method for the image forming apparatus 100, which transfers a toner image on a photoreceptor 1 to a transfer means 9 and then removes residual toner 13 on the photoreceptor 1 by bringing a conductive toner removal means into contact with the photoreceptor 1, the average circularity of toner 13 is a predetermined value or above, and a bias voltage of a discharge initiation voltage or below is applied to a brush roller 10 being the toner removal means.
