PROBLEM TO BE SOLVED: To make it possible to decode voice of high sound quality in each user.

SOLUTION: A portable telephone set 421-1 encodes user's voice data and outputs the encoded voice data. At the time of no-calling, voice sample data which are not encoded yet are supplied from the portable telephone set 421-1 to an exchange 423. The exchange 423 performs calculation processing for calculating high quality data for improving the quality of voice outputted from a portable telephone set 421-2 for receiving the encoded voice data on the basis of voice data used for the past calculation processing and the newly inputted voice data and stores optimum high quality data as a user's information database corresponding to the telephone number of the portable telephone set 421-1. The portable telephone set 421-2 decodes the received encoded voice data on the basis of the optimum high quality data supplied from the exchange 423.
