PROBLEM TO BE SOLVED: To provide a cryptographic key distributing method and a roaming method by which the time required for roaming is shortened.

SOLUTION: The method includes a first step for receiving an instruction to communicate with an access point with which a communication is impossible with a cryptographic key that a user has at present, a second step for judging an access right of the access point, a third step for selecting a cryptographic key corresponding to the judged access right from a cryptographic key set acquired in advance, and a fourth step for communicating with the access point by encrypting a message to be transmitted while using the selected cryptographic key.
