PROBLEM TO BE SOLVED: To provide a forward/neutral/back drive mode change device minimizing urging of a spring by a shift cable accompanying with shift change and inhibiting abrasion of the cable. SOLUTION: The shift change device (12) for switching an action mode of an axle (20) is provided. In this device, a shift operation mechanism provided with a cam rotatably supported and capable of switching to a forward position, a neutral position and retreating position by the rotation; a spring operatably connected to the cam and selectively urging the cam toward the forward position or the retreating position is provided. An axle shift mechanism indirectly connected to this shift operation mechanism is operatably connected to the axle. On the axle shift mechanism, a shift lever capable of switching an action mode of the axle by rotating corresponding to the rotation of the cam and a pressing spring assembly for delaying the rotation of the shift lever are provided.
