PROBLEM TO BE SOLVED: To provide a magnetic recording medium which can correspond to high recording density, has high holding force, and has low noise. SOLUTION: This magnetic recording medium has at least a non-magnetic substrate, a non-magnetic base layer, a magnetic layer, and a protective layer in this order, and the medium has such constitution that the nonmagnetic base layer comprises V-Ti system alloy or V-Ti-B system alloy. In this case, concentration of Ti in V-Ti system alloy is within a range of 1at%∼40at%, concentration of Ti in V-Ti-B system alloy is within a range of 1at%∼40at%, and concentration of B is 20at% or less. Also, the non-magnetic foundation layer is a layer comprising V-Ti system alloy or V-Ti-B system alloy, and a Cr layer or a layer comprising Cr alloy layer consisting of one kind or two kinds or more selected from Cr and Ti, Mo, Al, Ta, W, Ni, B, Si, and V.
