PROBLEM TO BE SOLVED: To reduce heat shock applied on an occupant when getting on a vehicle and save power of an air conditioner. SOLUTION: When the occupant is absent, heat shock reduction air conditioning for air conditioning based on target blow-out temperature TAO compensated by a heat shock reduction compensation value Td is performed. This heat shock reduction compensation value Td is a value for compensating the target blow-out temperature TAO when performing usual air conditioning so that vehicle room temperature Tr approaches outside air temperature Tam. Consequently, a difference in temperatureΔT between the vehicle room temperature Tr and the outside air temperature Tam when the occupant gets on the vehicle can be reduced when compared with the case when usual air conditioning is performed even during occupant's absence. As a result, heat shock applied on the occupant when getting on the vehicle can be reduced, and power of the air conditioner during occcupant's absence can be saved when compared with the case where usual air conditioning is performed even during occupant's absence.
