To deliver user data from a mobile terminal without the mediation of base station control stations, each base station is provided with intra cell links for data communication with mobile terminals present in the specified cell wherein communication can be conducted; and inter base station links for data communication with adjacent base stations. When each base station receives user data from an adjacent base station, the base station sends the user data to a mobile terminal as destination if the mobile terminal is present in the cell of the base station, and resends the user data to adjacent base stations using the above inter base station links if the mobile terminal as destination of the user data is present out of the cell of the base station.
