PROBLEM TO BE SOLVED: To optimize the resistance change of a primary transfer member and a secondary transfer member by environment. SOLUTION: This image forming apparatus performs the primary transfer of a toner image formed on a photoreceptor 110 onto a primary transfer member disposed on the rear side of an intermediate transfer belt 360 by supplying bias from a high voltage power source, and performs secondary transfer of the toner image into a recording medium by supplying bias from the high voltage power source to the secondary transfer member 380 pressed to the backup roller. The high voltage power source of the primary transfer member is controlled so as to keep a constant current when the impedance of the primary transfer is larger than a prescribed value, and controlled so as to keep a constant voltage when the impedance is smaller than the prescribed value. The high voltage power source of the secondary transfer member is controlled so as to keep the constant current when the impedance of secondary transfer is larger than the prescribed value, and controlled so as to keep the constant voltage when the impedance is smaller than the prescribed value.
